Biography —
Noel Rasor joined the Public Management Center in 2009 and has led the Center’s Emerging Leaders Academy and the Heartland Certified Public Manager® Program (CPM). In her current role Noel facilitates the development of curriculum and instructional design across PMC programs to create high quality education and learning experiences for participants while ensuring the programs are consistent with current, high quality research. Noel also continues to teach and provide cohort facilitation in CPM, contributes to instruction and facilitation across the PMC’s other programs and consulting projects, and leads PMC efforts to integrate and embed diversity and social equity content and approaches in our work.
Noel has held previous roles with the University of Kansas and at the chapter and national levels for the American Red Cross. She holds a bachelor’s degree in American Culture from the University of Michigan, a master's in urban planning from KU, and she completed doctoral work at KU in American Studies.
