KEYNOTE PRESENTER: CAROLYN COLEMAN

Carolyn_Coleman  

Director, Center for Federal Relations, National League of Cities

Carolyn Coleman is the director of federal relations for the National League of Cities, the nation's oldest and largest organization representing municipal governments and dedicated to strengthening cities and city leaders. Located in Washington, D.C., NLC represents the collective interests of 19,000 cities and towns and 49 state municipal leagues, in the nation's capitol.

Before joining NLC, Carolyn was a vice president with a national advisory and advocacy firm serving local government, education, health and life science clients, and the financial services industry.

Although home is now the east coast, Carolyn is a native mid-westerner, born and raised in Kansas and a Hoosier by choice. After graduating from the University of Kansas, Carolyn served for 11 years in a variety of sales and marketing positions in the telecommunications industry, and then attended law school.

After graduating from the Indiana University School of Law, Carolyn practiced law with the firm of Baker and Daniels in the areas of employment relations and state government relations. In 2000, the newly elected mayor of Indianapolis tapped Carolyn to join his Administration where she served for six years, first as a department director and later as a deputy mayor. In her service to the city, Carolyn led the mayor's initiatives in a variety of areas, including neighborhood redevelopment, community and economic development, affordable housing, and the delivery of city services. Under her leadership and through a results-oriented partnership with the private sector, the City transformed a formerly blighted neighborhood into a national award winning redevelopment initiative today known as Fall Creek Place.

As NLC's director of federal relations, Carolyn oversees NLC's efforts to protect the interests of cities and towns in matters before Congress, the Administration, and the courts.

Liz Hendricks

President, Public Square Communities

Liz returned to her small rural hometown in 1993 after receiving her BS in Accounting from Guilford College, Greensboro, NC then working for Caprock Industries (Feedlot business) in TX, KS, and CO. Liz quickly engaged in civic work, starting with the Howard Chamber of Commerce then to state boards such as the Governor's Ag Advisory Board and Kansas Cattlewomen and Kansas Farm Bureau Beef Advisory Board. She also participated in KARL (Ks Ag and Rural Leadership) Class III.

In 2002, Liz was appointed County Commissioner of Elk County and successful ran two more sessions before unseated in the past 2012 election. Now president of Public Square Communities, she and eight other colleagues work across the state to bring the four sectors (Government, Education, Human Services, and Business) together in communities while also encouraging regional and state wide partnerships and collaboration efforts.


Jonathan_Morris

Jonathan Morris

Program Manager and Instructor, KU Public Management Center

Jonathan directs KU PMC's Custom Course Offerings and is an Instructor in the Certified Public Manager Program. His training topics include leadership and team building, management practices, organizational behavior, intergenerational communications, succession planning, coaching and mentoring, diversity and harassment. Jonathan worked as director of a training center in New York City and has worked within the public and private sectors. A native Kansan, he attended Kansas State University and Bethany College and did his graduate work in New York. He also serves on the Board of Directors of the American Society for Training and Development–Kansas City Chapter.


John_Nalbandian

John Nalbandian, PhD

Professor, School of Public Affairs and Administration, University of Kansas

John Nalbandian has been a faculty member in public administration at the University of Kansas since 1976, following his doctoral education at the University of Southern California and service in the Army and CIA. John specializes in human resources management, having co-authored a text now in its sixth edition. John developed an interest in local government after joining the program at KU, and he has taught every full time MPA student specializing in local government since his arrival at KU. John has developed special relationships with MPA alumni, and he frequently is invited to work with local government officials throughout the United States. He regularly works in executive development programs at the Universities of Virginia and North Carolina. He also has presented his work in Canada, the United Kingdom, and Australia. John is the recipient of numerous national awards and recognition from KU for his teaching, research, and service. In addition to his academic accomplishments, John served on the Lawrence city council for eight years, including two terms as the council's mayor. John has chaired the board of trustees for the public library in Lawrence and also serves presently as board member of the Willow Domestic Violence Center. John's present research interests focus on contemporary trends in local government and the relationships between the arenas of politics and administration.


Rosemary_OLeary

Rosemary O'Leary, PhD

Distinguished Professor, School of Public Affairs and Administration, University of Kansas

Rosemary O'Leary joined the faculty of the School of Public Affairs and Administration, following a 24-year career teaching at the Maxwell School of Syracuse University and the School of Public and Environmental Affairs at Indiana University-Bloomington. O'Leary is the author or editor of eleven books and more than 100 articles and book chapters on public management. She has won ten national research awards and nine teaching awards. She is the only person to win three National Association of Schools of Public Affairs and Administration awards for Best Dissertation (1989), Excellence in Teaching (1996) and Distinguished Research (2004). An elected member of the National Academy of Public Administration, O'Leary was a senior Fulbright scholar in Malaysia and in the Philippines. From 2003 to 2005 O'Leary was a member of the NASA's Return to Flight Task Group assembled in response to the Columbia space shuttle accident. She also has served as a consultant to the U.S. Department of the Interior, the U.S. Environmental Protection Agency, the Indiana Department of Environmental Management, the International City/County Management Association, the National Science Foundation, and the National Academy of Sciences. Her areas of expertise are public management, collaboration, conflict resolution, environmental and natural resources management, and public law. Her current research is on collaboration as a management and leadership strategy.


Howard_Partington

Howard Partington

City Administrator, Great Bend, KS

Howard grew up on a farm in central Kansas. He went off to school to study animal husbandry and ended up with a degree in urban affairs. He served his country in the US Army and later earned his undergraduate degree in Political Science at Fort Hays State University. He has a Masters of Urban Affairs Degree from Wichita State University.

He first served the cities of Cheney and Goddard as a shared administrator from 1976 to 1981. Howard was appointed as the city administrator in Great Bend in 1981 and has served there since that time. He never misses a chance to tell about the importance of youth in our communities.


John_Pierce

John Pierce

Affiliate Faculty Member, School of Public Affairs and Administration, University of Kansas

John Pierce is Adjunct Lecturer and Affiliate Research Faculty in the School of Public Affairs and Administration at the University of Kansas. He also has served as Adjunct Faculty in the Graduate Program in Museum Studies at KU. He earned his Ph.D. in Political Science at the University of Minnesota in 1969.

Pierce is the retired Executive Director of the Oregon Historical Society, Emeritus Vice Chancellor of Academic Affairs at the University of Colorado at Colorado Springs, and former Dean of Liberal Arts at Washington State University. He is the author, co-author, editor or co-editor of nearly twenty books and monographs and about 100 journal articles, edited book chapters and personal essays. He is co-author of a forthcoming article on the role of social capital in county level grants from the Kansas Humanities Council. His current research examines the role of social capital in areas ranging from urban sustainability, to public health patterns, to collaboration in county emergency management planning.

Pierce has served on numerous boards and foundations, including two appointments by President Clinton to the Columbus Fellowship Foundation, and, among others, the boards of the University of Puget Sound, the Washington Humanities Council, the Kansas Humanities Council and the Douglas County Historical Society.


Greg_Stopka

Greg Stopka, MPA

Central Regional Director, Alliance for Innovation

Greg Stopka is the Central Regional Director with the Alliance for Innovation, a community of local governments testing, discovering, and accelerating the adoption of new ideas through knowledge-sharing, organizational development, networking, and research. As Regional Director with the Alliance, Greg works directly with over 80 forward-thinking local governments, improving their culture through the adaption and adoption of emerging practices in local government.

Greg received his MPA from the University of Kansas and has roughly five years of local government experience. Before working for the Alliance, he worked as the Assistant to the City Manager in Yuma, AZ and in the budget office in Olathe, KS.


David_Warm

David Warm

Executive Director, Mid-America Regional Council

David Warm has served as executive director of the Mid-America Regional Council (MARC) since July 1990. As the chief executive of the metropolitan council of governments serving Greater Kansas City, Warm leads key regional planning and community development initiatives, as well as a broad range of regional functions that have become widely regarded for innovation and effectiveness in areas that include transportation, environmental protection, emergency management, aging services, early education and local government cooperative services.

Prior to coming to MARC, Warm was the city administrator at Liberty, Missouri, and he also served in administrative positions with the city of Kansas City, Missouri.

Warm is a native Californian and received a B.A. degree in political science and economics from the University of California at Santa Barbara and a master's degree in public administration from the University of California in Riverside.

    • Assignments: conducted investigations in both KBI investigative divisions, including investigations of public corruption.
    • Currently serve as the Assistant Director of the Field Investigations Division with responsibility for the division's (4) regional commanders, the Crime Scene Response Team, the Cyber Crimes Unit, the Child Victims Unit, the KBI Fleet Program, and the KBI's Training Unit.
    • Our division's focus is in four investigative areas:

Peter_Welsh

Peter Welsh, PhD

Director & Professor of Museum Studies, University of Kansas

Professor Welsh earned his PhD at the University of Pennsylvania. His research has addressed a range of issues including the historical and legal background by which museums have come to control culturally sensitive objects; the public representation and interpretation of culture; and concerns over the sustainability of local history museums. He has worked with native cultures in Wyoming and the Southwest and has conducted archaeological research in Arizona and China.


Michael_Wilkes

Michael Wilkes

City Manager, City of Olathe

Michael, a native of Alabama, earned his Bachelor of Arts Degree from the University of Alabama and his Master of Public Administration Degree from Georgia State University. He began his local government career in 1984 as an administrative intern in the County Manager's Office in Jackson County, Oregon. He subsequenty worked in Eugene, Oregon as a budget analyst before going to work for Gwinnett County, Georgia. Though he began work in Gwinnett County as the Budget Manager, he progressed through the organization to eventually become Assistant County Manager over the course of seven years with the county.

Michael spent six years as the City Administrator of Alpharetta, Georgia, the fastest growing city in the state of Georgia. Since January 1999, Michael has served as the City Manager of Olathe, Kansas.

David_Corliss

David Corliss

City Manager, City of Lawrence, KS

A former research attorney for the League of Kansas Municipalities, Corliss began working for the city in 1990 as a management analyst and was promoted to assistant to the city manager in 1992. In 1994, he assumed additional responsibilities as director of legal services. He was promoted to assistant city manager for administrative services in 2000 while retaining his role as director of legal services for the City.

In 2006, he was named City Manager.

Corliss received an undergraduate degree in political science, a Master's degree in public administration, and a law degree at the University of Kansas.


Toby_Dougherty

Toby Dougherty

City Manager, City of Hays, KS

Toby Dougherty was appointed to the position of Hays City Manager on August 1, 2007. Toby previously served as Assistant City Manager since March of 2005.

Prior to coming to Hays, Toby served as the City Administrator in Gallatin, Missouri. Before pursuing a career in City Management, he worked in the transportation industry for 12 years. He is a graduate of the University of Kansas majoring in Political Science and Public Service/Civic Leadership. Toby is also a graduate of the University of Kansas' Certified Public Manager® program.


Carol_Gonzales

Carol Gonzales

City Manager, Shawnee, KS

Carol Gonzales has served as City Manager for the City of Shawnee, Kansas since 2005. She holds a B.A. from Drake University and a M.P.A. from the University of Kansas. Her career in local government includes work for the cities of Olathe, KS, Emporia, KS, Seal Beach, CA and Lenexa, KS. She is a member of the International City Managers Association, has served as the Chairperson of the Kansas Eastern Regional Insurance Trust, chair of the KU MPA Alumni Organization, and currently serves as a member of the Creating Sustainable Places Steering Committee. Carol has served on the board of United Community Services of Johnson County since 2007, serving as Chairman in 2011 and 2012. She is currently serves on the Johnson County Civil Service Board. Carol was named Shawnee Citizen of the Year for 2010 and in 2012 was awarded the K.U. Edwin O. Stene Award for Managerial Excellence.


Marilu_Goodyear  

Marilu Goodyear, PhD

Associate Professor & Director, School of Public Affairs and Administration, University of Kansas

Marilu Goodyear is the Director of the School of Public Affairs and Administration. Her teaching focuses on organizational analysis, organizational change, managing information and technology, and public management. Her research includes organizational change, information technology security, and data sharing. Dr. Goodyear is a Fellow of the National Academy of Public Administration and has served as a consultant to many universities and federal agencies. During the 2011-2012 year, she served as Chair of the KU Office of the Provost Change Facilitators Committee. Formerly, she held the position of Vice Provost for Information Services and Chief Information Officer at the University in which she led all campus-wide information technology and library services.


Duane_Goossen  

Duane Goossen, M.P.A.

Vice President for Fiscal and Health Policy, Kansas Health Institute

Duane Goossen oversees KHI's research and analysis of state fiscal policy, health reform, and other health policy issues. Goossen is a former member of the Kansas House of Representatives (1983-1997), and served as state budget director for 12 years in the administrations of three governors — Republican Bill Graves and Democrats Kathleen Sebelius and Mark Parkinson. He was appointed by Sebelius in 2004 to concurrently serve as Secretary of the Kansas Department of Administration, the agency that manages state facilities, accounting, information services and employee programs, and during that time chaired the Kansas Health Care Commission. In 2009, Goossen received the National Association of State Budget Directors' Gloria Timmer Award for career achievements in a state budget office. Goossen holds a master's degree in public administration from the Kennedy School of Government at Harvard University.


Andy_Huckaba

President, Huckaba & Associates

Andy is the President of Huckaba & Associates, a management consulting firm focusing on strategy, marketing and technology. He is also a three-term City Councilman in Lenexa, Kansas.

Andy has been on the forefront of Internet technologies, development, and trends for two decades. He is a member of the Intergovernmental Advisory Committee advising the FCC on issues around broadband deployment and adoption. He served as Chair of the Information, Technology and Communications committee for the National League of Cities where he played an instrumental role in calling for the creation of a national broadband plan and continues to advocate for a world-class broadband infrastructure to improve the global competitiveness of our nation.

In addition to his City Council and NLC duties, Andy serves on the Mid-American Regional Council's Public Safety Communications Board, the Kansas City Metro area Digital Leadership Team, and a number of non-profit boards in the Kansas City Metro area. He serves on the faculty of the Kansas Leadership Center.


Beth_Linn

Beth Linn

City Administrator, Edgerton, KS

Beth Linn is the City Administrator for the City of Edgerton, KS. (pop. 1,617). The City of Edgerton is a southwest suburb of the Kansas City metropolitan area and home to the Burlington Northern Santa Fe Intermodal and Logistics Park KC. Ms. Linn came to Edgerton in July of 2011. Previous to Edgerton, Ms. Linn was the Community Development Director in Raytown, MO for two and half years where she oversaw planning and zoning, building inspection, code enforcement and animal control. She started her career in public administration with the City of Merriam from 2001 until 2009 holding various positions including Assistant to the City Administrator, Project Manager and Neighborhood Services Manager. Ms. Linn holds a Bachelor of Science in Business Administration from Kansas State University and a Masters in Public Administration from the University of Kansas.

Noel Rasor

Noel Rasor

Assistant Director, KU Public Management Center

Noel Rasor serves as the assistant director of the Public Management Center, the professional development arm of the University of Kansas School of Public Affairs and Administration. Her work at the PMC includes directing the Emerging Leaders Academy, advising Topeka-based MPA students, and teaching/consulting with a broad range of public sector organizations. She holds a bachelor’s degree from the University of Michigan, a master’s of urban planning from the University of Kansas and is ABD toward a doctorate in American Studies from KU. Noel has served in a variety of capacities at KU including academic advising, strategic planning, and professional development. Since 2011 she has served on the KU Change Facilitators Committee, a group working to provide training and guidance around the process side of organizational change to support the University’s strategic planning initiatives.


Jacqueline_Schwerm

Jacqueline Schwerm

Class of 2013 Co-President, School of Public Affairs and Administration, University of Kansas

Jacqueline Schwerm, an Ethan Allen and Kansas Association of City Managers scholar, graduated magna cum laude from Gustavus Adolphus College in St. Peter, MN with degrees in Political Science with Honors and Communication Studies. She is a member of Pi Sigma Alpha and Lambda Pi Eta honor societies. During her time at Gustavus, Jacqueline was involved in Building Bridges, a social justice group that plans a major conference each year focusing on issues such as immigration and human trafficking. She also served as co-president of the Gustavus chapter of Pi Sigma Alpha and treasurer of the Communication Studies Club. Throughout college, Jacqueline worked for the City of Blaine in their park and recreation department and in the summer of 2010 she worked as a research assistant on campus. Jacqueline is currently working at the City of Eden Prairie, Minnesota.


Terry_Schwerm

Terry Schwerm

City Manager, Shoreview, MN

Terry has worked as the City Manager in Shoreview, Minnesota since 1993. Shoreview is a suburban community located in the Twin Cities Metropolitan Area and has a population of about 26,000. Shoreview is known for its numerous lakes, parks, open space areas and trail system, as well as its state of the art Community Center that includes the Tropics Indoor Water Park, an indoor playground, and a fitness center

Prior to working in Shoreview, Terry served in both an Assistant to the City Manager and Assistant City Manager positions in Minnetonka, Minnesota, and in an Administrative Assistant position in Glencoe, Illinois. He graduated with a Master's in Business Administration and Bachelor's in Business Administration from the University of Wisconsin before the football and basketball teams were any good. His Dad, Gerald served as the Village Manager in Brown Deer, Wisconsin, a Milwaukee suburb.


Caitlin_Stene

Class of 2013 Co-President, School of Public Affairs and Administration, University of Kansas

Caitlin, the Thomas Page and Barbara Kester Scholar, graduated with a Bachelor of Science in Public Administration and Marketing from Winona State University in Winona, Minnesota. While attending Winona State, Caitlin was an active member of the campus community serving as Student Senate President and Vice President, a Campus Ambassador, President of Pi Sigma Alpha (the Political Science Honor Society), and active in the American Democracy Project. Caitlin also served as the Vice Chair of the Minnesota State University Student Association, a non-profit organization serving the over 75,000 public university students of Minnesota. During the summer of 2010, Caitlin worked for the Minnesota Secretary of State's Office as a member of the Voter Outreach Team. Currently, Caitlin is working for the City of River Falls, Wisconsin as a Management Analyst for the City Administrator and the Municipal Utilities Director.

Christina Watts

Class of 2014 President, School of Public Affairs and Administration, University of Kansas

Christina Watts, a Darwin Daicoff and Ethan Allen scholar, graduated summa cum laude from the honors program at Washington State University with a B.A. degree in political science and communication. While attending WSU, Christina served as editor-in-chief of the university's independent student newspaper, as coordinator of the President's Student Advisory Board, and as a Communications Intern for the WSU Division of Governmental Studies and Services.

Prior to joining the MPA program, she served as a 2010 Teach For America corps member in Tulsa, Oklahoma, where she taught preschool to low-income students.

Christina is currently working as a management intern at the City Manager's Office in Shawnee, Kansas.

Hannes_Zacharias

Hannes Zacharias

County Manager, Johnson County, KS Government

Hannes Zacharias has been County Manager since August, 2009. He joined the management team in 2001 as Assistant County Manager and was promoted to Deputy County Manager in 2005.

Mr. Zacharias has spent his entire career in public service, beginning in 1980 when he served as Associate Director and Chief Grants Officer for the Kansas Arts Commission. He has also served as Assistant to the City Manager for Lawrence, the City Administrator for Boonville, Missouri, and the City Manager of Hays, Kansas.

A native of Dodge City, Kansas, Mr. Zacharias received a Master's Degree in Public Administration from the University of Kansas in 1988 and a Bachelor's Degree in General Studies from Wichita State University in 1979.
